Need to double check how other servers behave. The Dart Analysis Server wants to send diagnostics for all files under the analysis roots - if the client doesn't care about files other than opened files it isn't worth forwarding these.

I don't think this is a good idea anymore. Seeing diagnostics for an entire 'workspace' seems useful.
