This feature is so that people can't stake using one of your addresses (Basically leaching)

Will need a list of allowed spending addresses that your staking wallet will use.

I'm not sure I understand what you mean.
If I can ask, could you elaborate a little more?

There may be solutions that do not require new code, but only a different use of what already exists.

I think he meant that in current cold-staking setup, you will have a node running the staking wallet to stake for the spending wallet. But if someone sees your staking address, they can also create a cold-staking address using your staking address and their own spending address. Once they did that, you are basically staking for them for free.
