COHD does not appear to be getting a registration even with the legacy smart API pull.

This was caused by a misalignment of our settings.py file and the one which lives in Jenkins and should be (but wasn't in this case) an exact copy of our settings.py. In the future, we should be sure to specify to ITRB when a set of changes we are making involves changes to settings.py (such as registering a new app)
