Region filtering does not work for the dashboard view

Filtering by region is not supported on the dashboard view. Adding/Removing a region should result in updated numbers.

Basically when you open a report, the "Regions" filter is empty and you can't use it until you go into the report's items.

In addition:

• Add a "all" filter to reset selection
• Filter should affect left pane too

This feature should be removed as it's provider-specific.
