Individual variable display: top access level

Top access level – is this supposed to harvest info from the variable “access” attribute? If the parser looks strictly at the attribute hoping to find content, I have never seen or heard of anyone using this attribute. The attribute cross-references the Data Access content at study level, so if we really need this field the parser should pull information from the Data Access section. ICPSR’s ANES 1952 (and others) does have some content for Data Access, but at variable level it appears “undefined”.
