Investigate gas_used discrepancy

Based on change in #6468, there was gas used changed within a test that had slightly modified (decreased) and it was assumed that this was just relating to the testing setup because nothing else broke. Definitely should be double-checked before a release with this code. I'll likely do, but if someone with more context wants to jump in, feel free.
