Tracking issue: sharding phase 2

We're looking to scale up the network to 10 shards. This is a tracking issue to be referenced by various tasks that further towards this goal.

<Note to self: Add more text about why this is being done, the expected end result that we're looking achieve and any other details that we have in mind. This issue should have enough context for somebody who woke up from a three year cryosleep to quickly get up to speed>
