looks like gulp4 is still under a "next" tag, so we can hold off on this

I'm good either way. IMHO it works way better than gulp@3 and it's more maintained.
Anyway, there is no hurry for this.

gulp@3 would not work in node 10. We should migrate to gulp@4 asap.

Why don't we just remove gulp all together? That way we do not have to worry about things like that.

Removing gulp is probably the safest path atm.
