It would be useful for all the secrets to exist at one canonical location for an app to load and use.

This is probably best done at the Talos end since the same secret could appear in multiple Hiera yaml files that need to be evaluated in the order of the Hiera hierarchy (and maybe even merged), but failing that we can probably do a passable job in secret-volume.
