Can I ask how you installed Neo4j, and whether you have edited the neo4j.conf file? It would be great to get a look at the contents of neo4j.conf. Also can you double check that whatever directory you set as the logs directory in neo4j.conf already exists and is writable?

I had installed using tar ball. And yes, the directory has all the permissions.
