Init script warning message if command is ignored #5

If you try to start an already-started server, or stop a server that isn't running, the script silently does nothing. It would be nicer to print a warning message.

"Silently do nothing" seems to be the desired behavior for systemctl services (including sysv-init scripts managed through a systemctl shim) so eh, nothing to do here.
