Right now it's part of TYPO3\TYPO3CR\Domain\Service\PublishingService - which is "okayish" as it is an Application Service. As far as I can see, it's only implemented there at the moment, so I think we can just leave it like it is for the time being. Until we refactored the CR to Event Sourcing ;-)
