New Content Proposal:
To help show the diverse properties of planners and better link the needs of the user to the planner they need, this issue proposes a tagging system for creating lists of planners.

Each documented planner will have tags attached to it such as "Temporal", "Satisficing", "Numeric", "IPC2018" to indicate facts such as whether they are a temporal planner or a numeric one and other qualities such as what IPC competitions they participated in.

At the same time, for each possible tag, a page for that tag will be generated identifying what that tag means "Temporal" meaning for example, that a planner supports temporal domains. And at the bottom of that page a list of planners tagged with that tag.
