User friendly skill prediction function

For future use by other people it'd be great to have a functionality where someone could input job adverts and output skills from our taxonomy.

Could be an API.

we could make this into a little streamlit app where people can search job titles and we can output a list of skills most relevant - kind of what the first blog did but with less overhead!
