I tried to add Chinese translation for README.md file. It gives them an opportunity to know more about netlify-cms.

Not sure why I never reviewed this, but thank you @yuansheng1989!

I'm 100% for making it easier for developers around the world to use the project, but I'm having trouble finding a convention that other OSS projects use for this regarding in-repo docs such as README.md. Do you know how this is being handled by other projects?
