Add target netcoreapp3.1 #1175

When using current package in dotnetcore 3.1 project, we get a lot of additional dependencies which seems not be be required for that targets.

Therefore I recommend to add netcoreapp3.1 as additional target.
At least local compilation and testing is successful with that target and without additional dependencies.

We have an internal approval process for packages from nuget.org.
We need to approve every single package and every single dependency.
