Getting error when attempting to open files

I'm usually able to open a file once, but then afterwards any and all files I attempt to open do not. It shows that the file is decrypting - then shows this error:

Error while attempting to open 12345.jpg: java.io.IOException: open failed: EBUSY (Device or resource busy)

Any idea how to fix?

edit - I got rid of the error by opening Preferences and unchecking use external storage.

I found I can open jpeg images so far, but if I try to open a .webm video the list of apps available to open them aren't video players.
