Line 36 in ac22dee

YEAR_CHOICES = [(r,r) for r in range(1999, datetime.date.today().year+1)]

The choices go up to the current year, but the next year's class of fellows may be added in the previous year
Right now it defaults to the current year, but most people don't have a fellowship year, so there should be an option for it to be blank, and that should be the default
