Send Gift voucher did not email recipient

Recipient did not receive gift voucher request.
May need to be a current customer before Gift Voucher can be sent, used, or redeemed.

I think you have to have a account in order to use it. However, I noticed if you know the code it doesnt matter if the customer is logged in or not. Example lets say I give $20 to customer test@email.com and I know the code of the gift cert I can use it even know I am not the customer. That I need to fix
