This template has a "Expected Behavior" section but lacks the corresponding "Observed Behavior" one, either right after or right before.

Observed Behavior <<<<<<<<<<<<<<< THIS ONE IS MISSING

Well description covers everything. By that reasoning you could remove steps to reproduce and expected behaviour too.

In fact I've always found the "description" field quite redundant, and usually if I can describe my bug in terms of steps to reproduce, expected and observed behaviour, I skip description entirely.
