Fix the catalog publishing process (permission error)

After updating the nr1-catalog repo to use node 16 on it's workflows, we are seeing errors during publishing of nerdpacks.

• Apps should be publishable within the Catalog Manager

at first glance it seemed like maybe our nerdpack got flipped to the owner_and_allowed subscription model but it is indeed still global (as it should be) and a manual run also failed with the same error. dropped a message with the CLI folks since it's happening outside of our workflow
