Nicer error message when database server is offline

At the moment you get a plain white error message in case the database server is offline:

A user just ask me if we couldn't detect it and create a more meaningful error message?

I have seen something with a similar message but not plain white text. Is this something different?

But in both cases, I think we can definitely put out more verbose error messages. Would it be possible to detect what sort of error it is from the log like the user said?

I think the issue is that the DB not being available prevent us from displaying such nice views 🤔 @ChristophWurst @nickvergessen ?

Apart from the views maybe a more specific message can be shown in some cases?

We could create a simple php template with a simple template/design and send all of our errors to this.

I would say we can do for debug mode, but generally the internal error details should not be leaked to the users. cc @LukasReschke
