Is your feature request related to a problem? Please describe.
I have installed Notes app and limited it to specific groups.
However, the widget Notes is still visible to every users and can be added to the dashboard.
When a user outside from the authorized groups clicks on the button to create a note, the page reloads and nothing happens.

The visibility of dashboard widgets should match the group permissions of the related app.

I believe this was addressed in #32980 while addressing what appears to be (essentially) a duplicate Issue that was reported more recently in #32887. It was released in NC25.

This Issue can likely be closed out.
