It is currently possible to configure if only moderators should be allowed starting calls.
However, since everyone can create new conversations and start calls there, it's hard to predict the back-end server's load/bandwidth for large installations.

Feature request: Allow to limit starting calls to certain user groups

With 19 there is a setting to limit who can create conversations. Does that solve it already?

That solves half of the cases, yes. However, text-chatting is usually supposed to stay allowed among students (Edu customers are the most common ones asking for this)

I also support this feature.
One scenario where I'd like to only have chat functionality for all (or almost all) people in the chat and no one or only people in a group can start a call: say there is an office hour where 20 people from staff wait to answer questions asked by 1000 students. Now if the students are able to start a call, a call will be started no matter what we write beforehand. We use such a room as waiting room where the students write if they have a question and then someone from the staff invites them to a 1:1 call to answer the questions.

Starting a call is now a permission which can be granted per room.
