stuck on extracting files, step 6

Trying to do a manual update of 25.0.2 to 25.0.3

The page https://x.x.x/updater/ gives the message "Step 6 is currently in process. Please reload this page later."

CLI command used - sudo -u www-data php8.1 ./updater.phar --no-backup

OS Debian 11

Data folder is a mounted drive (/mnt/nextcloud)

Download folder where the updater extracted files to seems to be complete.
Version.php contains 25.0.3
