When using a range specifier for the server block each plugin is registered three times.
For example, the following configuration will register the range and lease plugins three times in a row.

192.168.0.100 - 192.168.0.150
lease 1h

The root cause is that caddyserver/caddy calls the plugins setup function for each key in the server block header (192.168.0.100 - 192.168.0.150).
