Converting from a list to a different style is not possible

Describe the bug

When there is an ordered or unordered list, I can not change the text to a different style from the 'H' style list.

To Reproduce

Steps to reproduce the behaviour:

1. Add an ordered list with one item.
2. Click on the 'H' in the editor menu.
3. Select 'Heading 1'.
4. Observe the style has not changed.
5. Click on the 'H' in the editor menu.
6. Select 'Paragraph'.
7. Observe the style has not changed.
8. Add an unordered list with one item.
9. Click on the 'H' in the editor menu.
10. Select 'Heading 1'.
11. Observe the style has not changed.
12. Click on the 'H' in the editor menu.
13. Select 'Paragraph'.
14. Observe the style has not changed.

Expected behaviour

The style of the text should change to the style that was selected.

Desktop (please complete the following information):

• OS: Windows 10
• Browser: Chrome
• Version 94.0.4606.81 (Official Build) (64-bit)

Additional context

The version of the editor we have tested this on is 3.1.0.

Hi, the below GIF shows the text editor unable to change the style of ordered and unordered lists to Heading or Paragraph using the toolbar.
