HTML Help Workshop download link to Microsoft's site is broken #38

Describe the bug
The External Links section of the readme points users to download the HTML Help Workshop tool. However, the link is now broken.

It looks like Microsoft has killed the download page, as reported by this forum. See the forum for a workaround:
