small offline areas are not fully captured

When I select a small area for offline-usage, it seems, not all tiles are stored.

Reproduce:

1. go online
2. Settings: choose small area, e.g. around "Ziegeleipark Mildenberg"
3. download the area
4. go offline
5. open the map and see if everything is displayed

The log also gives hints about whether the tiles are stored and which tiles are downloaded.
