Insert VTIMEZONE information

To truely be complient with RFC 5545, the time zone components need to be added to the calendar file.

Ideas:

• possible to use https://pypi.org/project/ics-vtimezones/#data
• it would probably be good to use the tzinfo module or and zoneinfo
