Meta xml is blocking extension page from rendering

With a fresh symphony 2.3 install, the extension.meta.xml file is throwing the following error:

The extension.meta.xml file for the entry_versions extension is not valid XML: 
Missing default namespace definition.

I ran the xml through a validator and it found no errors. I just installed a bunch of other extensions, some of which did not have the extension.meta.xml file and some that do. When I remove this extension completely, the Extensions page renders correctly.
