Is this project intended as s project or library?

It's looks like a project, because:

contains files which is called directly (cli.php),
README expects this package used directly,
it links files directly through require command,
uses global constants which hasn't any common prefix in name.

But it's has few symptoms from library type:

composer.lock is excluded from Git.

Thank you. It's meant to be a standalone project. I'm not sure why I had composer.lock excluded. I just added it.
