For now CI releases a prerelease as a normal one. This should be fixed.

Did that in Andromeda already, have a look here:
https://github.com/NicoVIII/Andromeda-for-GOG/blob/develop/.github/workflows/publish.yml

Key is to use a newer version of the changelog-reader-action, which then can determine the state of the release.
