This sample fail report on Windows: http://www.cpantesters.org/cpan/report/52d18275-6c2a-1014-b3fe-b3da632b568b looks like you're using the %F strftime placeholder, which is not defined on Windows systems (just a guess by looking at the report, not the code). Probably you have to use %Y-%m-%d instead.
