Left and right Double Letters panels have different behavior

Context

Keys on the left and right sides of the Double Letters layout don't have symmetric features.

• Hiding letters/numbers/symbols
• Up/Down movement
• Capitalization controls

('Left' and 'right' in these descriptions are swapped when left-handed mode is selected.)

Steps to reproduce

(0.) Select the Double Letters layers option.

1. Hide either or both of letters and symbols
2. Move the text cursor up and down
3. Shift/Caps Lock/reset

Expected behavior

1. Hidden labels are hidden on both panels.
2. Movement arrows display on both sides and work on both sides.
3. Capitalization controls display on both sides and work on both sides.

Actual behavior

1. Hidden key labels are still present on the left panel.
2. No arrows on the left panel, gestures on those locations do not input cursor movement
3. Case controls do not appear on the left and drags in those locations do not change capitalization.
