Should be web based portal where users can register and login (for start lets make it on openshift free cloud)
The portal shoud:

Collect periodically location of the device
Data about scans
Be able to show history of these
Low Battery – If the device hits critical battery level, its current location is sent to the portal
User friendly interface integrated with database and google maps to show the last recorded position of the device, last scans and history of device movement and scans.
