Make:observer is not listing when i try command php artisan list

Hey !
I have install all the dependencies.
Have also ran the command : composer require nicksynev/make-observer-command
But when I do php artisan list make:observer is not listed.
Using : Lumen (5.7.2) (Laravel Components 5.7.*)

Hello! Thanks for the feedback. I have not tested it on the Lumen, only Laravel. I'll investigate.
