Steps to reproduce

1. Upgrade to Build 3.1.2.42
2. Add an LDAP
3. create_user_keys get stuck under Tasks> In progress

Expected behavior

The user account construction should finish, and the suer should receive the one-time password.

Dear @nilsteampassnet it is working and I ran it it didnt work for me. reverted to build 3.0.10 it is working fine over there but with the new latest it is not working

I ran that on the shell and it completed the first task but not the others. When I ran it again, same thing. 1st task ran completed but stopped after that.

Ran this: php scripts/background_tasks___sending_emails.php and it sent all 3 emails that were queued.

I ran sources/scheduler.php and that caused a few tasks to go through.
