Compiler crash using generics #21

Trying to build a generic hash table using generics. The compiler crashes with an unhandled exception (line 879 in rod/ast.nim).

23: add workflow to enforce one-commit PRs r=disruptek a=alaviss

An alternative for nim-lang#21 where we require contributors to squash their commits.

Pending integration with bors.

Potential issue bors-ng/bors-ng#390 (comment), but the test is short enough that it should never be a problem in practice.
