Apparently when apps/abc has a DEPS, it's not included in the release. More details at tomas-abrahamsson/gpb#94 (comment)

There seems to be no issue at the moment. In order for apps to be included in the release they must either be a LOCAL_DEPS of the top-level app or they need to be specified in relx.config.
