Get the latest version of a haxelib #3

This would be relavent for a hmm haxelib related command, where if you do something like hmm haxelib flixel it should:

  • add flixel to the hmm.json file
  • install the current version of flixel from haxelib

this issue is related to GETTING the current version of a haxelib from lib.haxe.org, if possible
