Alaska ROF HUC hotspots - create and add HUC10 table to database

Alaska map services that use HUC Hotspots (ROF services for srf and mrf configs) need a HUC10 table added to the derived schema in the Viz database.

Downloaded and copied the Alaska HUC shapefile. Will need to open both this feature layer and the channels in ArcGIS Pro to create the basic stats (number of low order reaches, etc.). Then clean up the fields and export to a table in the Postgres database.

@shawncrawley - where would I get the Alaska channels shapefile / feature layer in the ArcGIS format?
