Decide what to do about Mono local time patterns with offset #98

Mono appears to contain some local time patterns with a trailing offset (i.e. 
"z"), which doesn't make a lot of sense, and results in local times formatted 
as e.g. '21.13.34 +0' (nb-NO).

This might have been fixed by 
https://bugzilla.xamarin.com/show_bug.cgi?id=4782; we may want to work out if 
there's a better way to fix this for Noda Time.

Looks like this is sorted in recent Mono - all tests pass without any filtering in Mono 4.8.0.
