Toast API

This is coming out of some recent discussion from the Discord server. It'd be great if there was an API to use the toasts that NodeCG uses. Ideally this would be an API that would be both usable from a dashboard panel (which I would imagine would show in that specific instance of the dashboard and not across all dashboards) as well as usable from an extension (which I would imagine would show across all instances of the dashboard).

One of my use cases is that I connect with other services over things like WebSockets for realtime communication. It would be helpful to show a toast when a connection is lost or re-established with those services, similar to what the NodeCG dashboard does with the NodeCG backend.
