Timezone environment variable

It would be great to add TZ instructions in the handbook FAQ section and a list of available timezones http://en.wikipedia.org/wiki/List_of_tz_database_time_zones

We should just link to that time zone list and provide an example. No need to be duplicating information, Wikipedia isn't going anywhere.

I hadn't submitted the PR yet because the guy couldn't get the env variable to work.. i tried to deploy too but no success so far.. apparently there's a v8 patch that needs to be applied and it isn't in all the drones.
