Nominating mcollina for the nodejs/security team

@nodejs/tsc ... I would have thought this one was obvious... @mcollina should be on the nodejs/security team. Any objections?

Did we ever come to a decision on who should be members of that group? Are all TSC members supposed to be on the security team? If so, there are a couple others who are missing. Either way, +1.

Last time this came up (AFAIK) was nodejs/CTC#149, given the discussion there it sounds like a more general decision about who should be in nodejs/security would be warranted.
