test-equinix-ubuntu2004_docker-arm64-3 is offline

In the context of #3488, I'm rebuilding all Docker images in the CI.
I already updated the DO machines and test-equinix-ubuntu2004_docker-arm64-1 without issues. After updating system packages, I rebooted test-equinix-ubuntu2004_docker-arm64-3, but now (after more than 15 minutes) it is unfortunately still not back online.

Note that I do not have access to the Equinix orgs.

I have access to the Works on Arm Equinix Metal org but I'm not an owner for it -- you'll need to contact the person listed in admin_logins to get added to this one.

FWIW (for those with access), we have a known issue where test-equinix-ubuntu2004_docker-arm64-3 is stuck on the grub> prompt -- same as #3359. I'll apply the steps from #3359 (comment).

I've applied the steps from https://gist.github.com/vielmetti/dafb5128ef7535c218f6d963c5bc624e#prevention-of-boot-failures and am rebooting the machine again to check it restarts.
