Installation problem with search path #22939

When installing on Windows Node removes itself from the environment PATH and puts itself at the end. This causes problems if other versions, especially, Microsoft's UWP.

Node should leave the existing entry in place or update it in place. Otherwise, it takes a while to figure out why the behavior has changed.

Note that the problem is that NodeJS removes the existing entry and then places itself LAST. Policy should be same place.

Don't know as I don't install the MS version these days.
