Can create a default deployment using the --useDeployment flag. Still need to add the ability for the deployment to re-deploy on image build and to read in a resource fragment

This adds the ability for a user to use a Deployment instead of a DeploymentConfig using the
--useDeploymentflag when doing a deployment.This flag can also be used during the
