Focus always goes to terminal even with "ruby.specFocusTerminal": false

After VSCode implemented microsoft/vscode#92100. The focus always goes to terminal even with "ruby.specFocusTerminal": false.

My current workaround is setting "ruby.specClearTerminal": false but this is not the best solution.

In my case only works if previously your console is closed, but if it's open don't work.

Any traction on this? Noticed it too and would be great to be able to fix it.
